According to ТСН: There are 1.56 million veterans in Ukraine, and after the end of hostilities, their number may increase to approximately 2.5 million.

This information was provided by former Commander-in-Chief of the Armed Forces of Ukraine, Ambassador of Ukraine to Great Britain Valerii Zaluzhnyi.

According to the Ministry of Veterans Affairs, as of July 2025, the number of veterans amounts to 1 million 560 thousand.

It is expected that after the end of active hostilities, the number of veterans will significantly increase due to the return of military personnel from the front, who will receive veteran status.

“It can be assumed with a high degree of probability that if the active phase of hostilities ceases or is frozen, around 800 thousand to 1 million individuals may return from the front at the same time. Accordingly, the number of veterans will be approximately 2.5 million. Let’s remember this figure — 2.5 million people,” said Zaluzhnyi.

Thus, the total number of veterans, along with their family members, after the war may reach 5-6 million, which would constitute about 20% of Ukraine's population, according to the former commander-in-chief's calculations.

“At the same time, if we focus on one figure, the total labor resources in Ukraine as of the beginning of 2023 are estimated at around 14 million individuals. So let’s decide what 5-6 million individuals can provide for the state. And are they really needed? First of all, veterans can become the main asset of the state. An asset, by the way, that is located in Ukraine itself, and not outside its borders. The figures speak for themselves. This is about 20% of the existing population of Ukraine,” said Zaluzhnyi.

Earlier, Prime Minister Svyryd enko also discussed the issue of the number of veterans in Ukraine after the war.
