Lawmaker Fedienko Demands Answers on Kyiv Draft Officers Wearing Balaclavas During ID Checks.
ID Document Inspections in Kyiv
According to TSN.ua: In Kyiv, document checks involving personnel from the Territorial Recruitment Centers (TCC) and police have raised public doubts about their legality. Lawmaker Oleksandr Fedienko witnessed these inspections, during which some TCC military personnel were wearing balaclavas.
Fedienko has formally requested a copy of the order regulating the appearance of military staff during mobilization activities. When questioned about the use of balaclavas during the checks, TCC leadership stated that the balaclava is a permanent uniform item under Ukraine’s Ministry of Defense Order No. 606 from 2017. According to their explanation, TCC servicemen in Kyiv wearing balaclavas does not violate this order, as it is a personal safety measure.
“Whenever I am stopped by guys in balaclavas—TCC servicemen together with a police officer checking documents—I always ask about the balaclavas and why they hide their faces.”
Oleksandr Fedienko
He added that, based on a letter from the TCC commander, a TCC staff member is required to remove the balaclava and show their ID when speaking with a Ukrainian citizen.
The Document Check Situation
As a result, the document inspection situation in Kyiv remains under close scrutiny, and the legality of actions by TCC and police representatives requires further review.
These joint TCC-police document checks have sparked public concern due to uncertainties about their legal basis. A key issue is the use of balaclavas, which has become a topic of debate as it may affect citizens’ trust in authorities. This controversy comes amid broader discussions about military mobilization procedures and transparency in Ukraine. Next steps by relevant authorities could be crucial in resolving doubts and ensuring clarity in mobilization efforts.
