The accident occurred during unexpected winter weather conditions that caught city services unprepared. Kuzmenko represents the Obolon district and is a member of the 'Servant of the People' faction. He also serves as the First Deputy Chairman of the Standing Committee on Architecture, Urban Planning, and Land Relations. This incident highlights the dangers posed by inadequate winter maintenance in a major European capital.
Leadership Dispute in Kyiv
This accident follows a public dispute on January 19 between Kyiv Mayor Vitali Klitschko and the head of the Kyiv City Military Administration, Timur Tkachenko. The conflict centered on the hazardous ice conditions affecting pedestrian safety. Kuzmenko expressed gratitude to city services and management companies, noting that the winter arrived unexpectedly.

Tkachenko added that road and sidewalk clearance is handled by 'Kyivavtodor' enterprises, which report to the Department of Transport Infrastructure of the KMDA, not to district state administration heads. Mayor Klitschko commented that he cannot unilaterally punish district heads, as their appointments are made by the president. This bureaucratic confusion over responsibility is a recurring issue in Ukrainian municipal governance.
The incident involving Kuzmenko underscores the problem of insufficient city service response to winter weather, which creates dangerous situations for residents.
