Ukrtatnafta's Turnaround: A Case Study on State vs. Private Management

According to Novyny.live: The ongoing debate in Ukraine over the efficiency of state-owned enterprises has been reignited by recent developments. People's Deputy Danilo Hetmantsev has weighed in, stressing the need to critically assess the performance of state-run companies. He pointed to the example of 'Ukrtatnafta' as a clear case where a change in management dramatically impacted the company's financial health.

Until 2022, 'Ukrtatnafta' was under private management and consistently reported financial losses. However, after coming under state control, the company managed to settle a tax debt exceeding 3 billion hryvnias. This significant improvement in its fiscal position has sparked fresh debate about the potential effectiveness of state ownership, challenging long-held assumptions about privatization.

Danilo Hetmantsev's Stance

Hetmantsev advocates for privatizing enterprises that lack strategic importance for the nation. He argues that when a state-owned company fails to perform efficiently, transferring it to private hands is often the better course.

“So you see what can be done with a state enterprise if you don't just put a gloss on it,” - Danilo Hetmantsev.
However, he also emphasized that not all state assets are suitable for sale.
“Of course, this logic cannot be applied to energy companies or other state monopolies, but when it comes to a simple state enterprise, we clearly see that the state is an ineffective owner,” - Danilo Hetmantsev.

The conclusions drawn from the 'Ukrtatnafta' case could prove pivotal for future decisions regarding the management of Ukraine's state-owned enterprises. This debate is part of a broader economic discussion in Ukraine about reforming a large and often inefficient public sector.

The situation underscores the complexity of managing state assets in Ukraine and the necessity for a meticulous analysis of their performance. The 'Ukrtatnafta' experience may serve as a crucial example for public administration reforms, particularly within the context of privatization, which could significantly shape the country's economic landscape. Discussions on the merits of privatization versus state control are likely to influence the future of many companies and their role in the Ukrainian economy.
