This digital tool is part of a broader modernization effort in response to the ongoing conflict.
Under the new regulations, the electronic MRD is not mandatory for individuals who have already received the paper document. A specific case involved a citizen who had been removed from the military register several years ago and sought legal advice on whether to install 'Reserve+'. The legal counsel he received suggests doing so could be beneficial.

Lawyers advise considering the practical benefits offered by this application.
"Installing 'Reserve+' is essential because it is currently the only valid form of military registration document recognized at the border and by the patrols of the Territorial Recruitment Centers (TRCs)," notes Yaroslav Turchyn.Another expert, Yevhen Korniichuk, adds:
'From my experience, I note that it is better to install 'Reserve+' and check your status in the app.'
Serhii Bohun also emphasizes the continued importance of the paper document:
"Your paper MRD has legal force and confirms your status," he advises.He further states:
'I still advise you to install the 'Reserve+' application to find out your current status in the 'Oberih' registry.'
Therefore, while the electronic MRD is not compulsory for those who already have the paper version, legal experts stress that using 'Reserve+' can help conscription-eligible individuals access up-to-date information about their status and maintain legal certainty regarding their documents.
