Garpok and Ukrenergo are underpaying green energy producers - investor.


Co-founder of the Ukrainian Association of Renewable Energy Igor Tynny believes that producers of electricity from renewable sources are losing roughly 30% of the funds, which negatively impacts the industry and its development.
The debt problem is exacerbated by tax payment conditions, particularly the VAT reimbursement, as well as the cancellation of the cash method of profit tax calculation.
"So although the state enterprise 'Guaranteed Buyer' and 'Ukrenergo' are underpaying us by 30% for electricity, we incur tax liabilities related to the generated energy, not its payment. This means that we are losing not 18-20% in taxes as it should be, but 25-27%", - said Tynny.
Price limits in the electricity market also constitute problems that negatively affect the ability to sell electricity.
"The second issue is the liquidity of sales. We could borrow abroad if we sold energy on the free market. The fact that investors were damaged earlier will have consequences for many years. The state company also has a significant influence on pricing", - Tynny added.
He also emphasized that businesses need a source of financing and market prices that are not controlled by the state in order to develop.
Another issue is the insufficient opportunities for Ukrainian enterprises to obtain preferential lending for the development of new energy projects.
According to the Ukrainian Wind Energy Association, green energy enterprises are observing improvements in the debt situation for previously generated electricity and expect that the state will fully compensate them for the accelerated construction of new power plants.
