Heating and Water Supply Failures Plague Kyiv
According to TSN.ua: Emergency repair crews in Kyiv are struggling to keep up with failures in the city's heating and water supply systems. The core issues are a severe shortage of personnel and understaffed teams, which critically hampers essential repair work. Serhiy Polyakov, who has worked for the company DTEK for over 25 years, describes the relentless pace:
"We arrived at eight in the morning and left well past our shift. If there's damage, we fix it."
At 'Kyivvodokanal', teams that should have 7-8 people are operating with only 2-3, drastically reducing their effectiveness. For the entire city of Kyiv, there are only 13 emergency repair brigades, a number wholly inadequate for the capital's needs. The average age of a 'Kyivvodokanal' worker is 50, highlighting a critical lack of younger replacements in this field. The situation at 'Kyivteploenergo' is somewhat better, with 38 crews operating around the clock, yet they too face significant challenges.
Staffing Shortages and Their Consequences
Beyond simple understaffing, there is a catastrophic shortage of skilled workers, with an acute need for:
- Welders
- Plumbers
- Drivers
The primary cause is low wages, which were set in utility tariffs back in 2021 and have not kept pace. This has led to a situation where workers performing vital jobs often face public frustration. Petro Samsoniuk notes the public's reaction:
"People get offended. They walk by and swear! But is it our fault? We're doing our job!"
Valeriy Hardeman adds: "Sometimes they even insult us, using profanity: 'Why are you just standing there, doing nothing?'" Thus, the state of heating and water repairs in Kyiv remains critical due to staffing crises and an insufficient number of emergency teams.
This crisis underscores the urgent need to modernize aging infrastructure and improve wages in municipal services. Kyiv's infrastructure has faced immense strain following Russia's full-scale invasion, making reliable utilities even more crucial. If the personnel issues are not resolved, it could lead to even greater service failures for residents, especially during the harsh winter months. City authorities must address this emergency, as the comfort and safety of Kyiv's inhabitants depend directly on the work of these crews.
