How Heating Charges Will Be Calculated

According to TSN.ua: Kyivteploenergo has announced the methodology for calculating heating bills during electricity blackouts. Under the new rules, residents in buildings with installed heat meters will pay based on their actual consumption. For buildings without meters, charges will be calculated based on the building's thermal load profile. In the event of emergency outages, data on heating source stoppages will be factored into the billing for these unmetered buildings.

Billing for Buildings with Independent Heating Systems

For buildings equipped with independent heating systems, charges will be calculated using data provided by Kyiv's electricity distribution system operator. There are approximately 50 such buildings in the capital. As of January 28, 639 apartment buildings in Kyiv remained without heat. Mayor Vitali Klitschko reported that utility and energy workers are focused on restoring heat supply, particularly in the Troieshchyna district, where the heating situation remains critical. These measures come as Ukraine's energy infrastructure continues to face immense strain from targeted attacks.

Expert Yurii Korolchuk noted that cogeneration units cannot fully replace the city's large thermal power plants (CHPs), highlighting the complexity of Kyiv's heating challenges. Kyivteploenergo continues to work on ensuring adequate heat supply amid difficult weather and energy circumstances.

The introduction of these new billing rules during blackouts aims to ensure fairness for Kyiv residents. With many buildings lacking heat, it is particularly important to account for actual consumption and the circumstances of emergency outages. This approach may help reduce the financial burden on households that have suffered from disruptions in their heat supply.
