According to TSN.ua: A man was kidnapped and tortured in Khmelnytskyi following a minor traffic dispute. The incident began when a male driver, attempting to change lanes, honked at a female motorist who did not yield. The woman's housemate, a man with a prior criminal record for a fatal traffic accident that killed a ten-year-old child, took offense on her behalf.
