Body Camera Issues Plague Military Recruitment Centers
According to TSN.ua: Ukraine's Human Rights Commissioner, Dmytro Lubinets, has raised the alarm about serious violations by staff at Territorial Recruitment Centers (TRCs). During a parliamentary hearing of the Temporary Investigative Commission, he highlighted a concerning lack of body cameras during mobilization activities. This issue has sparked significant public anxiety.
Lubinets pointed out that not all conscription notification teams are equipped with body cameras, a situation he described as a major problem. He stressed that the devices are either non-functional or entirely absent due to insufficient funding. This comes as the number of citizen complaints about misconduct by TRC employees continues to rise.
“As of today, I can officially inform the esteemed Members of Parliament that it is certain—not all notification groups have these body cameras,” Lubinets stated.
He further noted that body cameras are not a common feature in this sphere. In his address, he urgently called on MPs to demand that the relevant structures ensure body cameras are physically present and switched on during all operations. This initiative aims to enforce oversight and prevent potential abuses by TRC personnel.

The absence of body cameras at recruitment centers points to systemic issues in safeguarding citizens' rights during mobilization. Calls for their mandatory use represent a crucial step toward increasing transparency and accountability within the TRCs.
