The Current Status of Electronic Draft Notices in Ukraine

According to TSN.ua: Ukraine has officially rejected claims that electronic draft notices will be issued through the 'Reserve+' app starting in April 2026. The Ministry of Defense of Ukraine clarifies that the country’s legislation does not recognize the concept of an electronic summons, making it impossible to send such notifications. As of now, no electronic draft notices can be dispatched because Ukrainian law lacks this legal definition, and the 'Reserve+' application does not include any feature for delivering summons digitally.

Looking ahead, the Ministry of Defense has confirmed plans to introduce informational alerts in early 2026 that will notify individuals when a paper draft notice has been sent. However, the actual delivery of the summons will remain a physical process. A draft notice is only considered officially served when the recipient personally signs for it, underscoring the continued necessity of in-person involvement in this procedure.

Position of the Ministry of Digital Transformation

When asked about the possibility of electronic draft notices, the Ministry of Digital Transformation of Ukraine responded definitively:

“There will be no summons in 'Diia.' The Ministry of Digital team is not working on this and has no plans to introduce such functionality in the future.”

This statement confirms that there are currently no intentions to roll out electronic draft notices through widely used mobile applications.

Oleh Berestovyi, a representative of the Ministry of Defense, also shared his perspective on the need to find a balanced solution for everyone:

“I understand that we need to find the best option for all parties involved.”

This remark reflects a desire to improve the summons delivery system, but no concrete steps toward digitizing this process are planned at this time.

As a result, the issue of electronic draft notices remains unresolved, and Ukrainian citizens can only rely on traditional methods of receiving summons. It is therefore important to stay informed about delivery procedures and any new notifications that may appear in the 'Reserve+' app.

The rejection of electronic draft notices means that Ukraine’s mobilization system will continue to depend on conventional communication methods, which may pose certain inconveniences for citizens. Initiatives to provide information about the dispatch of paper summons could ease this process, but they do not address the challenge of digital delivery. This situation highlights the need for further improvements to procedures in order to align with modern societal and technological demands.
