Salary Increase for Teachers

According to Novyny.live: Ukrainian teachers received a 30% salary increase effective January 1, 2026. While a positive step, this decision has inadvertently led to a reduction in the 'prestige of the profession' bonus. The Education Workers' Trade Union has appealed to the government to resolve the situation, warning that the new financial terms could negatively impact educator motivation. This comes amid broader efforts to improve the status and retention of teaching staff in the country.

The Prestige Bonus

According to Cabinet of Ministers Resolution No. 373 dated March 23, 2011, the prestige bonus for pedagogical staff ranges from 5% to 30% of the base salary. Following the recent pay rise, a disparity has emerged: some local municipalities now have the financial resources to pay the bonus at the higher rate of 25-30%, while others can only afford the minimum 5%. This unequal funding has caused concern among teachers and their representatives.

Serhiy Babak, Head of the Verkhovna Rada Committee on Education, Science and Innovation, noted that the authority to set the actual size of the prestige bonus has effectively been transferred to local self-government bodies.

This could lead to vastly different working conditions for teachers across Ukraine's regions. To address the problem, Serhiy Babak recommended that teachers should be able to independently schedule appointments with heads of municipalities or education department leaders, or submit collective appeals.

The Ministry of Education and Science of Ukraine (MES) has emphasized that the payment of the teacher's base salary, including the mandatory 30% increase, must be made without detriment to other supplementary payments. This is a crucial point, as teachers often rely on these additional allowances for their financial well-being.

The changes to the teacher compensation system in Ukraine are causing anxiety, as they may affect both education quality and the profession's prestige. The Education Workers' Trade Union hopes for a swift resolution to ensure dignified working conditions for educators.

While the 30% salary hike is a significant move to support Ukraine's educational sector, the uneven application of the prestige bonus creates additional challenges. This situation highlights the need for better coordination of local financial resources and the establishment of fair conditions for all teachers. Resolving this issue will be key to maintaining educator motivation and improving the quality of education nationwide.
