According to ТСН: For Ukrainian soldiers who have the status of participants in hostilities, the state has implemented a comprehensive social support program. A key element is the benefits for paying utility services, especially for electricity supply. It is important to note that these privileges are not granted automatically upon receiving the ID – one must register with the relevant state authorities.

What discount on electricity is available for participants in hostilities

According to current legislation and explanations from the Ministry of Veterans Affairs, individuals with UBD status can receive a 75% discount on electricity payments. This discount is calculated based on consumption norms that depend on the number of family members living with the beneficiary and the type of electricity consumption in the apartment.

If the participant in hostilities has a disability caused by the war, the discount is already 100%.

Procedure for compensation payment in 2025

In Ukraine, the model of monetization of benefits is in effect, which means that state support is provided in monetary form. The process is as follows:

  1. The consumer pays the total amount for the consumed kilowatts as specified in the bill.

  2. The state transfers the compensation amount (75%) via the Pension Fund of Ukraine (PFU) to the beneficiary's bank account.

The Pension Fund can automatically open an account at Oschadbank, but at the request of the veteran, the compensation can also be credited to an account at another bank. For this purpose, a corresponding request must be submitted to the PFU.

It is also possible to receive cash through the branches of 'Ukrpost' or via a postman to home, which must be specified in the request.

In the event of debts, the state may suspend the granting of the discount.

How a participant in hostilities applies for an electricity discount

To start the compensation process, one must contact the Pension Fund of Ukraine. This can be done in person at the office or remotely, which is particularly convenient for soldiers in combat zones.

Action algorithm through the PFU web portal:

  • Log in to your personal account using an electronic signature (KEP) or 'Diya.Signature'.

  • Select 'Communications with the PFU' in the left menu and then 'Application for housing allowance or benefits'.

  • Select the section for granting benefits for the payment of utility services and fill out the electronic form.

Necessary documents:

  • Passport of a citizen of Ukraine;

  • ID of the participant in hostilities;

  • Tax identification number (TIN).

When applying, two documents must be submitted:

  1. Application for registration in the EDRP (Unified State Automated Register of Persons Entitled to Benefits). Without registration in this system, no calculations can be made.

  2. Application for the granting of benefits.

Important: If a military member cannot personally apply for the benefit, family members can do so. It is not necessary to visit a notary - the power of attorney can be certified by the commander of the military unit.

How electricity tariffs have changed

As of December 2025, the base tariff for the population is 4.32 UAH per kilowatt-hour. At the same time, for those using electric heating, there is a special discounted price:

  • For a consumption of up to 2000 kWh per month, the tariff is 2.64 UAH.

  • The total volume exceeding this limit is billed at the base rate of 4.32 UAH.

This fixed price will remain unchanged at least until spring 2026, but further tariff changes are likely due to the need to restore the energy system.

The special attention of state support for participants in hostilities underscores the importance of social policy in Ukraine. The electricity benefits help veterans reduce the financial burden in times of economic instability. The monetization program provides easier access to financial assistance, which is an important step in supporting those who defended the country at the risk of their own health.
