Minister Clarifies Police Role in Mobilization: No Power to Issue Draft Evasion Fines.
Police Involvement in Mobilization Efforts
According to Novyny.live: In Ukraine, only representatives of the Territorial Recruitment Centers (TRCs) are authorized to file administrative protocols for violations related to military conscription. This clarification was provided by Interior Minister Ihor Klymenko during a session of the Verkhovna Rada on March 10. He stated that police participate in mobilization activities strictly upon the request of the TRCs.
According to Klymenko, the police, alongside TRC military personnel, are involved in notifying individuals eligible for military service. The police are also empowered to carry out administrative detentions and to deliver persons evading mobilization directly to the recruitment centers.
“The National Police, upon request from the TRCs, participates in notifying those liable for military service together with TRC military personnel. It carries out administrative detention and delivers 'evaders' directly to the recruitment centers,”

Coordination Between State Agencies is Key
Therefore, the police have clearly defined powers during the notification of conscripts, and officers can only stop men within the framework of cooperation with the TRCs. This underscores the critical importance of coordination between different state structures regarding mobilization in Ukraine. This delineation of authority is a significant aspect of Ukraine's legal framework during the ongoing war.
This information is vital given the current challenges Ukraine faces amid the ongoing conflict. Clear regulation of the powers of the police and the TRCs is necessary to ensure the effectiveness of mobilization measures and to maintain public order. Effective coordination between different government bodies can significantly impact the success of mobilization campaigns, which is critically important in the present situation.
