Official Complaint Filed with UNESCO

According to TSN.ua: Ukraine’s Ambassador to France, Vadym Omelchenko, has formally contacted UNESCO’s Director-General regarding recent Russian attacks on cultural heritage sites—specifically targeting the UNESCO-listed historic center of Lviv. The strike, carried out by Russian drones, hit the city’s historic core, raising serious international concerns.

Omelchenko stressed that the Lviv site is protected under the Second Protocol to the Hague Convention. He noted that under international law, strikes against cultural heritage constitute war crimes.

‘Russia must face international criminal accountability for the war crimes committed against Ukrainians, Ukrainian towns and villages, and our cultural heritage,’ Omelchenko stated.

Urgent Call for Action

Ukraine’s Foreign Minister Andriy Sybiha has also urged UNESCO to respond immediately to the attack. Lviv Regional Governor Maksym Kozytskyi confirmed that the UNESCO heritage site was damaged in the assault. Omelchenko emphasized:

‘These barbaric acts cannot go unanswered under international law.’
He added that ‘a decisive response to these crimes is the organization’s duty. Russia’s continued membership in UNESCO is unacceptable.’

These developments highlight the critical need to protect cultural heritage and the urgency of international action against war crimes committed on Ukrainian soil. Given Lviv’s status as a UNESCO World Heritage site, attacks on its architectural landmarks alarm not only Ukraine but the global community. Examining these attacks through the lens of international law could mark an essential step toward ensuring accountability for crimes against cultural heritage.
