Revised Rules for the 'єОселя' Program

According to Novyny.live: Starting February 9, 2026, Ukraine's 'єОселя' affordable housing program will operate under stricter regulations. The new rules, which tighten requirements on property size, value, and the applicant's existing housing, aim to assist those with the greatest need rather than subsidizing large apartments for wealthier citizens.

Stricter Property Limitations

The program now imposes more rigorous limits on the housing applicants can purchase. For one or two people, the maximum allowable living space is 52.5 square meters. An additional 21 square meters is permitted for each subsequent family member. Overall, the maximum size for an apartment under the program is 115.5 sq m, while for houses it is 125.5 sq m.

Other property limits include a cap on the price per square meter. In major cities with populations over one million, the maximum cost is set at 60,000 hryvnias per square meter. Age restrictions for buildings also apply: housing for internally displaced persons (IDPs) must be no older than 20 years, while for other citizens, the limit is 10 years. This program is a key part of Ukraine's long-term strategy to address housing shortages, particularly following the large-scale displacement caused by the war.

A significant new feature for 2026 is the introduction of a preferential 3% interest rate for mobilized military personnel.

“The program should work not for large apartments and wealthy Ukrainians, but for those who need it most,” stated Andrii Teliupa.

“This program will be with us for decades. This is approved in our strategy,” emphasized Yevhen Metzger.
Consequently, 'єОселя' remains a vital tool for providing social support to citizens in need of affordable housing.

The introduced changes signal the government's focus on social equity and ensuring housing for those with genuine need. The new limits on size and cost, alongside special conditions for mobilized soldiers, demonstrate an intent to support vulnerable population groups.
