Kharkiv Mayor Ihor Terekhov reported the destruction of a critical piece of the city's energy infrastructure. This attack is part of a wider Russian campaign targeting Ukraine's power grid, which has intensified during the winter months.

Ukrainian President Volodymyr Zelenskyy briefed NATO Secretary General Mark Rutte on the situation. He noted that Russian strikes during such a cold winter present severe additional challenges for the country. Zelenskyy also emphasized the importance of the PURL support program for Ukraine and expressed hope that contributions to this program would increase this month.
