Russia’s Psychological and Information Warfare Against Estonia

According to TSN.ua: Moscow is rolling out a psychological and information campaign targeting Estonia, pushing the concept of a so-called 'Narva People’s Republic.' This tactic mirrors the 2014 blueprint used to destabilize eastern Ukraine. Since early March 2023, Russian social media platforms have been flooded with calls to establish a self-declared entity in the city of Narva.

Narva, a strategically vital border town in eastern Estonia, has a population that is roughly 90% Russian-speaking. This demographic reality makes the city especially susceptible to disinformation operations. Marta Tuule, a spokesperson for Estonia’s Security Police, has labeled this activity a classic disinformation campaign, stating:

She further noted that “these methods have been used before in Estonia and other countries. It’s a simple and cheap tactic meant to frighten people and create chaos.”
