Wartime Wage Growth: A Surprising Economic Signal

According to TSN.ua: Despite the ongoing war, Ukraine’s labor market is showing a notable upward trend in earnings. In February 2026, the country’s average salary reached 28,536 UAH, with projections indicating a rise to 30,850 UAH by April. This upward movement reflects a degree of economic resilience even as the population grapples with significant hardships.

January’s average wage was 561 UAH lower than February’s figure. The National Bank of Ukraine forecasts that nominal incomes could increase by 13–18% over the course of the year, underscoring a cautiously optimistic outlook for household earnings.

Labor Market Realities: Sector-by-Sector

In the real economy—particularly construction, transportation, and agriculture—wages are ranging between 27,500 and 33,500 UAH. This suggests that businesses are adapting to new conditions and are willing to raise pay to attract and retain talent. However, 46% of companies report a shortage of skilled workers as their primary challenge, a factor that could slow wage growth in certain industries.

In the public sector, average compensation stands at 21,500–23,800 UAH, with minimum payments at 8,700 UAH.

At the same time, the persistent shortage of qualified workers highlights the urgent need to improve education and vocational training systems—an essential step for sustaining long-term economic growth.
