According to ТСН: A scandal about the maintenance of residential high-rises has erupted in Kiev. A private company refuses to maintain four residential complexes in different neighborhoods. Residents were informed that from February 1, 2026, maintenance services would be discontinued and they would have to either form a homeowners' association or find another management company.

The problem concerns LLC 'Kowalska Residential Services', which manages 35 residential buildings in the capital.

Debts and Impetus to Form a Homeowners' Association

Representatives of the company assure that they have always strived to provide quality services to the residents.

“However, the current tariff for maintenance does not correspond to actual costs and does not allocate reserves for capital-intensive work - such as facade renovation, replacement of networks, and capital-intensive repairs of elevators or parking lots,” the statement from the LLC sent to the residents said.

They also pointed out that the company had to cover part of the costs from its own funds to maintain an acceptable maintenance standard for the buildings.

According to reports, the owners' debt for four addresses exceeds 3 million Hryvnias:

  • Peremyshlskaja, 2G — 641 849.42 UAH

  • Kasiyan, 2/1 — over 678 000 UAH

  • Sribnokilska, 2a — 1 001 281.11 UAH

  • Mishuhy, 12 — 794 906.96 UAH

“From February 1, 2026, the company will cease to provide services for the maintenance of buildings and the surrounding area (parking lots) at the specified addresses. This means that the responsibility for the upkeep of common property will transfer to its owners,” they explain at LLC 'Kowalska Residential Services'.

Company representatives emphasize that the owners must decide for themselves how to organize management, whether by forming a homeowners' association or by handing it over to another company.

If the owners do not find a new manager during the heating season 2025-2026 or cannot organize the management of the heating system, the company is ready to provide this service until the end of the season - April 1, 2026. However, other services will be discontinued from February 1, 2026.

These changes affect the buildings that were commissioned in 2006, 2007, 2010, and 2015. The oldest building is already nearly 20 years old.

Communication with representatives of LLC 'Kowalska Residential Services' was unable to clarify the details regarding the reasons for the refusal.

What Residents Say About the Debts

Residents state that they learned of the maintenance termination through an announcement in the house chats on November 28.

They emphasize that this was a surprise, as the process of forming a homeowners' association had not yet begun and the deadlines set by the company seem unrealistic.

“To form a homeowners' association, you must go through a certain procedure that takes a long time. Previously, we could not do it because we were serviced by LLC 'Kowalska Residential Services'. As for the debts of over 641,000 Hryvnias in our building on Peremyshlskaja, it is a payment for one month, and this amount rolls over from month to month — this is a normal accounts receivable that has existed for years,” says Oleksandr, a resident of the house, to TСН.ua.

Difficulties in Forming a Homeowners' Association

Residents are currently consulting with lawyers and discussing the possibility of forming a homeowners' association.

“Unfortunately, it is impossible to form a homeowners' association in two months. First, we need to hold a meeting of all owners. We must inform people about the holding, and for that, the law has established 10-14 days. All owners must be invited according to mandatory procedures. This can only be done by post with a registered letter that costs 40-50 Hryvnias. We need to send invitations for 400 apartments, which will already cost 16-20 thousand Hryvnias,” explains Oleksandr.

How Many Days Are Needed to Form a Homeowners' Association

When all neighbors gather, a vote must take place to form a homeowners' association and approve the rates. The voting process can take up to 45 days. This means 14 + 45 days - that is already two months.

“The problem is that our voting will be finished when the private management leaves. For us, it means that the company will terminate contracts with DTEK and 'Kievvodokanal' on January 31. This means that the energy suppliers will come, read the meter readings, and may disconnect the building from the power grid. We simply will not be able to conclude a contract in time,” explains Oleksandr.

Only after announcing the results of the voting to form a homeowners' association can residents register a legal entity and submit documents to the public services, which will also take time. After that, they can contact DTEK to conclude a contract, which will take another two weeks.

“Thus, the deadlines set by LLC 'Kowalska Residential Services' leave no room for transition to a new management. The company should have given us more time to calmly form a homeowners' association and take over the management of the house. Unfortunately, we did not get the opportunity,” summarizes the representative of the house.

Fear of Being Left Without Light

Residents are concerned that their house might be without lighting and elevators in February.

“There will be light in the apartments, as residents pay according to the meter readings, but in the common areas, it might be out. It could simply be turned off, as we will be a house that is 'not on the balance sheet'. Therefore, February could really be bitter for us,” says Oleksandr.
