The creation of a special tribunal for Putin is possible based on the Council of Europe: the date has been named.
The establishment of a special tribunal regarding the crime of aggression against Ukraine
A special tribunal regarding the crime of aggression against Ukraine will be established within the framework of the Council of Europe. Currently, 41 countries are involved in the initiative. This was reported by the Secretary General of the Council of Europe, Alain Juppé, on Tuesday, February 4, in Brussels.
One of the senior EU officials reported that in April 2025, the last meeting of the group of states on the creation of a special tribunal will take place in Kyiv. At this meeting, the statute of the tribunal will be finalized and plans for its establishment will be announced.
The establishment of the special tribunal will allow Ukraine and the European Union to use the experience and knowledge of the Council of Europe in the field of human rights protection and the rule of law across the continent. This was stated at a briefing dedicated to the establishment of the tribunal.
It was also reported at the briefing that progress has been made in drafting the founding statute. The meeting may be the penultimate, while the last may take place in the spring and conclude with the signing of the document on the establishment of the special tribunal.
The High Representative of the European Union for Foreign Affairs, Kaia Kallas, responded to questions regarding support for the initiative worldwide. According to her, every country is interested in the development of international law and clear rules for holding the guilty accountable. Even if peace talks take place between the presidents of the USA and Russia, work with the tribunal must continue to hold the guilty accountable and achieve a just peace in Ukraine.
The establishment of the special tribunal is also a means of pressure on Putin and his regime to end the war. This is also a signal to other aggressors or those who intend to attack neighboring countries.
