Witali Stanislavovych Kowal - entrepreneur, politician, vice president of the Wrestling Association of Ukraine. Member of the National Olympic Committee. Honorary Doctor of the National University 'Ostrih Academy'. Chairman of the Rivne Regional Administration (2019-2023). Head of the State Property Fund of Ukraine since November 21, 2023.

On November 21, 2023, the parliament appointed Witali Kowal as head of the State Property Fund, replacing Rustem Umerov, who took over the Ministry of Defense of Ukraine in September.
