Maksym Bakhmatov, head of the Desnianskyi District State Administration, notes that 90% of basement freezing is caused by drafts.

He recommends raising the temperature in basements to +5 °C to prevent such issues. Bakhmatov also emphasizes the importance of closing ventilation openings for the winter to reduce the risk of freezing.
