The issue of teacher salaries remains relevant, as the existing system creates inequality.

“We have a small base rate and a large number of allowances and bonuses,” Leshik noted.

According to her, payments often depend on the decisions of the management or the founder of the educational institution, resulting in allowances being reduced or not paid at all. This causes outrage among educators, as a third of the inquiries to the ombudsman concern this issue.

The proposed reform foresees a review of the salary structure, with the main part of income focused on the base salary, rather than temporary allowances.

Who among teachers will not receive a salary increase in 2026

However, the will not affect all teachers. Education Minister Oksen Lisovyi stated that there are not enough funds in the state budget to fulfill the requirements of the “Education Law” regarding fair remuneration for all educators.

In particular, employees of preschool institutions and higher educational institutions (HEIs) will remain without an increase, as their salaries remain tied to the Unified Tariff Grid (UTG), whose rates have hardly changed.
