Security Guarantee Negotiations for Ukraine

According to TSN.ua: Following a statement by President Volodymyr Zelenskyy, Ukraine is preparing to sign security guarantee agreements with the United States. These talks occur against a backdrop of ongoing regional tension, as the Russian Federation continues to reject Western security assurances for Ukraine, deeming them unacceptable. Negotiations involving the U.S., Ukraine, and Russia are scheduled for February 4-5 in Abu Dhabi.

Negotiating Teams

The Ukrainian negotiating group will include:

  • Rustem Umerov
  • Kyrylo Budanov
  • Sergiy Kyslytsya
  • Andriy Hnato

The Russian delegation will be led by Igor Kostyukov. These discussions are particularly significant as the New START treaty on strategic offensive arms is set to expire on February 5. In relation to these events, Russian Deputy Foreign Minister Sergei Ryabkov stated:

"Russia's nuclear triad is highly modernized." — Sergei Ryabkov

The Abu Dhabi talks could mark a pivotal step in bolstering Ukraine's security, given the current situation and the positions of the involved parties. Signing security guarantee pacts with the U.S. would significantly impact the regional strategic balance, enabling Ukraine to strengthen its defensive capabilities amid continued Russian aggression.

Simultaneously, Russia's refusal to acknowledge Western guarantees may complicate reaching a compromise, highlighting the strained relations between the sides. The outcome of these negotiations is expected to influence the future trajectory of the conflict and the broader security architecture in Europe.
