Ukraine Shuts Down Electronic Draft Notices in 'Diia' App: Digital Ministry Issues Final Statement.
Ukraine’s Digital Transformation Ministry Confirms No E-Draft Notices Will Be Introduced
According to TSN.ua: Ukraine’s Ministry of Digital Transformation has definitively ruled out the introduction of electronic draft summonses within the 'Diia' government services portal. This position was officially confirmed by the ministry’s press office and Acting Minister Oleksandr Borniakov. On March 27, 2023, the official Telegram channel for the 'Diia' service published a notice stating that e-draft notices will not be implemented.
Some lawmakers, including People’s Deputy Yuliya Yatsyk, had previously suggested that sending summonses through 'Diia' could be a viable direction for reform. However, Acting Minister Borniakov firmly clarified that the Digital Ministry has no plans to develop or deploy such a feature.
'The Ministry of Digital Transformation does not consider, develop, or plan to introduce electronic draft notices—neither in 'Diia' nor in any of our other products. This is a fundamental position that remains unchanged.' — Oleksandr Borniakov
In March 2023, Ukraine did launch a new capability within 'Diia' allowing for the continuous reservation of employees without gaps. Yet the possibility of e-draft notices remains off the table, as the ministry has no intention of working on that functionality in the foreseeable future.
'There will be no draft summonses in 'Diia.' The Ministry’s team is not working on this and has no plans to introduce any similar feature in the future.' — Press Office of the State Services Portal
This clear rejection by Ukraine’s Ministry of Digital Transformation underscores the government’s firm stance on the matter. It may shape future digitalization initiatives for public services, especially as citizens increasingly expect more convenient and efficient ways to interact with the state. For now, the ministry’s efforts remain focused on other digital priorities—such as employee reservation tools—reflecting the government’s current strategic focus amid the ongoing situation in the country.
