According to inkorr.com: The Cabinet of Ministers has proposed draft law No. 14109, which provides for fines of up to 600 non-taxable minimum incomes of citizens for violations of labor protection requirements. The document has already been registered in the Verkhovna Rada. This is reported by

This draft law aims to update existing rules, adapting them to European standards. The proposed changes concern the Code of Ukraine on Administrative Offenses and the Criminal Code. The permanent representative of the Cabinet in the Verkhovna Rada Taras Melnychuk stated that the goal of the initiative is to increase responsibility for violations of safety and health requirements for employees in the workplace.

What changes in safety rules at production does the new draft law No. 14109 bring

The main provisions of the document are as follows:

  • A new definition is introduced – the concept of “employee safety and health at work”, aligned with European standards, instead of the terms “labor protection” and “work safety”;
  • The name of the state body responsible for labor protection policy is changing; now it will deal with the issues of employee safety and health;
  • In addition to administrative responsibility, criminal liability will be introduced for violations that lead to harm to health, especially during high-risk work.

What will be the new fines for employers who ignore safety requirements at production

The amount of the fine will depend on the position and severity of the violation – from 25 to 600 non-taxable minimums. In cases of gross violations, even criminal prosecution may be possible.

The government hopes that the adoption of this law will strengthen employee protection and bring Ukrainian labor legislation closer to the norms of the European Union.

This draft law could significantly impact labor safety issues in Ukraine, encouraging employers to adhere to high standards. Thanks to the new norms, Ukrainian workers will receive additional guarantees of protection, as well as more attentive regard for their rights and safety in the workplace.
