According to TSN.ua: Ukrainian fathers with three or more dependent children are generally eligible for a deferral from military mobilization. However, this exemption can be revoked if they have outstanding child support payments. Current legislation grants deferrals based on the actual financial support of three or more children. A biological father may be called up for service if he has accumulated child support debt exceeding three months.

A stepfather who is the legal guardian and primary provider for three children is also entitled to a deferral, but this does not absolve him of responsibility for unpaid child support. Those liable for military service face fines starting from 17,000 hryvnias for violations of military registration rules. Persistent debt can lead to enforcement actions, including asset seizure.

The Critical Need to Monitor Child Support Obligations

As expert Yaroslav Kuts noted, 'if a person considered a father liable for military service has a debt for the maintenance of these children and the state enforcement service records this fact.'

Furthermore, legal precedent exists where a non-biological father supporting three or more children can still be mobilized if he has child support debts. These factors highlight the necessity for careful oversight of alimony issues within the framework of mobilization measures. This policy reflects the difficult balance between family welfare and national defense needs during an ongoing war.
