Updates to Ukraine's Mobilization Legislation

According to TSN.ua: A significant number of automatic deferrals from military mobilization in Ukraine are set to expire on February 3, 2026. Individuals who received these deferrals must verify their current status to avoid the risk of being summoned for service. The final day of validity for deferrals granted between November 2025 and January 2026 is February 2, 2026. These legal adjustments are part of ongoing efforts to refine the country's mobilization framework during a prolonged period of conflict.

A deferral may be extended automatically or granted by a commission decision. There are several methods to check one's deferral status. One primary method is to use the 'Reserve+' mobile application or the 'Diia' government portal. If the displayed deferral date reads '04.05.2026', it indicates the deferral has been extended. Conversely, a date showing '02.02.2026' means it has not been renewed. Furthermore, starting February 3, 2026, a third verification option will become available through the eVOD module on the 'Diia' portal.

Procedure for Checking Deferral Status

It is important to recall that, as of January 1, 2026, the procedure for delivering military summonses in Ukraine has also changed. This new regulation specifically pertains to deferrals processed through the 'Reserve+' app or by commissions at territorial recruitment and social support centers.

Citizens can verify their deferral status through the following options:

  • Apply for a deferral online via the 'Reserve+' application on February 3.
  • Submit a package of documents to an Administrative Services Center (TsNAP) to formalize a deferral.

We urge all individuals affected by these changes to carefully review their information to avoid missing critical deadlines.

These legislative amendments address crucial aspects of Ukraine's mobilization process. They are likely to impact a substantial portion of citizens who currently hold deferrals, underscoring the necessity of promptly responding to updated legal requirements. Given the ongoing military situation, it is vital for citizens to stay informed about their rights and obligations, which can help prevent misunderstandings and adverse consequences during mobilization.
