A point system for drivers will be introduced in Ukraine: what awaits offenders.
According to inkorr.com: Ukrainian drivers are facing serious changes. The Verkhovna Rada is developing legislative initiatives related to and new fines for speeding. As the initiator of the changes, Volodymyr Kreidenko, explained, the main goal of these initiatives is to form a culture of road safety, not just to fine drivers. He in a comment to the 'Telegraf' publication.
5-point penalty system for drivers
Kreidenko emphasized that the current system is often perceived as an opportunity to simply pay a fine and continue driving. The new rules are intended to make penalties more adequate and impactful. Each violation will be rated in from 1 to 5, depending on the seriousness of the offense. If a driver accumulates:
15 points – will lose driving rights,
10 points – for novice drivers with less than a year of experience.
To regain their rights, drivers must complete training and pass an exam. As the deputy emphasized, this model successfully functions in most EU countries:
"It's not punishment for the sake of punishment, but an incentive to learn to drive safely".
Penalty points will be recorded for specific drivers
Commenting on skepticism regarding the impact of the innovations on 'privileged' individuals and owners of 'special numbers', he stressed that points will be linked not to the vehicle, but to the specific driver. Information will be stored in the register of administrative offenses of the Ministry of Internal Affairs, where it will be clearly indicated who owns the rights and how many points they have accumulated.
Kreidenko also stressed the need to enhance automatic recording of violations:
"The camera does not look at who is driving; it simply registers the fact. And that's fair".
The draft law has already been prepared and may soon be submitted to the Verkhovna Rada after agreement with the ministries.
New fines for speeding
The deputy also spoke about another draft law – No. 13314, concerning . Currently, drivers can accelerate in cities up to 70 km/h without consequences; however, as Kreidenko pointed out, this often leads to accidents. Therefore, a new system of fines is proposed:
over 10 km/h – 340 UAH,
over 20 km/h – 680 UAH,
over 30 km/h – 1360 UAH,
over 80 km/h – 3400 UAH.
The system should be clear and logical: those who create danger on the road will pay more, while rule followers will not lose anything.
It was also noted that have significantly increased, and the police are now conducting checks on drivers more actively, especially at night, since the database shows who is prohibited from driving a car.
The new initiatives in road safety, including the point system and new fines, are expected to significantly change the approach of Ukrainian drivers to traffic rules. The changes may help reduce accident rates and increase responsibility on the roads. Whether these plans can be implemented and form a culture of safety will become clear in the near future when the draft laws are adopted.
