Updated Mobilization Rules in Ukraine

According to TSN.ua: Ukraine now requires citizens to be eligible for mobilization starting at age 25, introducing new conditions for students who may qualify for a deferment. Under the revised regulations, a deferment is available to students who:

  • are enrolled in full-time or dual study programs;
  • are pursuing a higher level of education;
  • have their enrollment confirmed in the Unified State Electronic Database on Education (EDEBO);
  • are not training in military-specific specialties.

A certificate from EDEBO serves as the primary document to verify eligibility for a deferment.

Mandatory Military Training for Students

Starting September 1, 2025, Ukrainian higher education institutions will introduce compulsory basic military training (BMT) for students aged 18 to 24. This means all students in this age group must complete a course that includes a practical component. Refusing to participate in the practical part of BMT will result in the student's expulsion from the university.

These legislative changes regarding mobilization and student education reflect new demands on Ukraine’s youth, highlighting the importance of military preparedness amid current challenges. These steps could significantly shape how young people are trained for army service and boost the country’s overall military readiness.
