According to ТСН: The conduct of elections in Ukraine during wartime depends on the resolution of three main issues raised by the advisor to the President's Office, Mykhailo Podolyak.

He stated on Telegram that during the pre-election campaign and on election day, Russian missiles and drones should not attack Ukrainian territory. According to him, this is only possible under the condition of declaring a ceasefire. Only after receiving security guarantees can we talk about a fair and transparent electoral process.

Situation at the Front

Podolyak emphasized that the front line stretches more than 1200 kilometers, and hundreds of thousands of soldiers are involved in combat operations. Additionally, thousands of people live in frontline areas.

He raised the issue of how the state can guarantee citizens' right to vote, and his response again boiled down to the necessity of a ceasefire.

Internally Displaced Persons and Costs

Podolyak noted that millions of internally displaced persons complicate electoral procedures and increase their costs. Thus, the funding for organizing elections should not rely solely on Ukraine — international partners must also participate in this process.

“If answers to these three questions are found, we are ready,” Podolyak concluded.

Absence of Legislative Initiatives

It was soon revealed that there is still no legislative act in Ukraine that would allow for the preparation of elections during wartime. This information was announced by the First Deputy Chairman of the Verkhovna Rada, Oleksandr Korniienko.

He noted that even drafts of such decisions are absent, and any changes to electoral legislation must be discussed publicly. He stated that the main condition for holding elections is the safety of voters — both in Ukraine and abroad.

Korniienko also emphasized that the state cannot guarantee safety in frontline territories, thus the question of opening polling stations in these regions remains unresolved. Preparation for elections requires comprehensive solutions; however, so far, none have been presented to the parliament.

The situation with elections in Ukraine remains complex. The three key issues raised by Podolyak require urgent solutions, as safety and legislative framework are critically important for the democratic process. A ceasefire and the involvement of the international community in the elections may become key factors in this process, but as of now, addressing these issues has yet to take place.
