According to TSN.ua: Ukrainian President Volodymyr Zelenskyy has instructed officials to draft a contingency plan for the Verkhovna Rada to function in the event of a prolonged conflict lasting another three years. The government is actively preparing for a scenario where hostilities drag on, requiring clear parliamentary procedures under extended wartime conditions. This directive reflects the leadership’s acknowledgment that the war may not end soon and that legislative continuity is critical.

Andriy Motovylovets, first deputy head of the 'Servant of the People' faction, is responsible for developing this parliamentary operational plan. The move signals the authorities’ serious approach to the possibility of ongoing combat. Defense Ministry adviser Serhiy Sternenko stated that the war is existential in nature and will not conclude within the next two to three years. According to him, the war’s trajectory and any potential negotiation format will become clearer around March–April 2026.

Political Dimensions of the Conflict

Against this backdrop, one of the leaders of 'Servant of the People' emphasized that

“negotiations in a trilateral format will most likely be put on hold”
—a sign of uncertainty regarding the political aspects of the conflict. Additionally, representatives of the 'Ze! Team' noted that after Andriy Yermak left the Office of the President, interactions between the presidential office and parliament have involved fewer intrigues and more actual work.

Thus, in the face of a prolonged war, Ukraine’s authorities are striving to adapt to new challenges by developing strategies to ensure national stability. The key elements in this process remain:

  • efficient functioning of the Verkhovna Rada;
  • a clear understanding of future negotiation prospects.
