Zelensky: Russia fears sanctions and sent negotiator to the USA.
According to inkorr.com: The President of Ukraine Volodymyr Zelensky explained in a closed meeting why the Kremlin sent its negotiator Kirill Dmitriev to the USA. According to him, Russia feels the threat of new sanctions that may come under the 'Tomahawks', as well as the issue of using frozen assets served as the impetus for sending Dmitriev to America.

Zelensky also noted that Russia's reaction to international pressure and sanctions indicates their fear. The increasing pressure from new sanctions and frozen assets is an important step towards ending the war.
“And after the imposition of sanctions, they send Dmitriev to the USA, Lavrov comes out, they all say that they supposedly do not fear the 'Tomahawks', they supposedly do not fear the sanctions. […] In reality, they are afraid of all this. […] Europe politically states that we are ready for the format of using frozen Russian assets, not just to use the income from taxes, but the actual volume of funds that are in the assets. This is all the right direction of pressure on Russia to make them ready to end the war – sanctions, weapons, the use of assets.”

After the introduction of new sanctions, President Putin urgently sent Dmitriev to the United States. The Russian representative stated intentions to disrupt the Ukrainian dialogue with Americans and spread misinformation without disclosing the details of his negotiations.
