Geneva Negotiations

According to TSN.ua: A trilateral meeting involving Ukraine, the United States, and Russia was held in Geneva on February 18, 2023. Ukrainian President Volodymyr Zelenskyy reported that military matters were discussed during the talks, stating that 'they have, in general, agreed on almost everything there.' However, he identified the primary obstacle, emphasizing:

The main stumbling block remains the issue of territories.

The Kremlin's spokesperson, Dmitry Peskov, confirmed the negotiations occurred without public discussion. He noted, 'We currently have nothing to add to that brief but comprehensive characterization provided by our chief negotiator Medinsky.' Simultaneously, Dmitry Medvedev affirmed that the war would continue until Russian objectives are met, regardless of any talks. According to him,

the war will continue until the full achievement of Russian goals.

White House spokesperson Caroline Levitt announced that tangible progress had been made following the discussions, and both sides agreed to brief their leaders. She stated: 'Another round of U.S.-Russia-Ukraine trilateral talks has concluded. Real progress was achieved.' In contrast, German Chancellor Friedrich Merz expressed skepticism about a peaceful resolution to the conflict, remarking: 'In my view, this war will only end when one of the two sides is exhausted.' These talks represent a critical diplomatic effort to address a conflict that has destabilized European security.

Next Steps

A subsequent round of talks has been announced for Switzerland. However, experts point out that Russia continues to insist on its initial 2021 ultimatums. This stance has caused concern among European leaders, who question the possibility of achieving meaningful progress toward a peaceful settlement.

The Geneva negotiations marked a significant phase in attempts to resolve the ongoing war between Ukraine and Russia. Despite promises of 'real progress,' territorial disputes remain a critical barrier complicating any peace agreement. Given Russia's position and the skepticism of Western leaders, the potential for an effective peaceful settlement remains uncertain, especially with the next round of talks planned for Switzerland.
