Revised System for Automatic Mobilization Deferral Renewal

According to TSN.ua: Ukraine has implemented a revised system for the automatic renewal of military mobilization deferrals, which operates without requiring in-person visits to government offices. This process, which concluded on February 2, 2024, introduced new categories eligible for automatic extension. Approximately 90% of deferral statuses are now renewed automatically, significantly streamlining the procedure for citizens. This system is part of ongoing efforts to manage mobilization during wartime while providing necessary support to vulnerable groups.

Data verification is conducted through state registries, and the results of this process are displayed in the 'Reserve+' mobile application. The latest phase of mass automatic renewal included seven new categories of citizens, such as:

  • parents of severely ill children,
  • individuals caring for the seriously ill,
  • guardians of legally incapacitated persons,
  • military-eligible individuals with a spouse who has a Group III disability,
  • persons caring for relatives with disabilities,
  • single parents with a child under 18,
  • secondary education employees.

Continuation of Deferrals and Recent Changes

The automatic renewal mechanism also remains in effect for people with disabilities, parents of three or more children, students, postgraduate students, educators, individuals released from captivity, and persons whose close relatives were killed or went missing during the war. Users of the 'Reserve+' app receive specific notifications, including push alerts about the start of data verification and confirmations of deferral extensions.

Starting February 3, 2024, a portion of the automatic mobilization deferrals will expire. Furthermore, from January 1, 2026, the procedure for delivering military summonses in Ukraine will be altered. These changes aim to create a more efficient management system for mobilization processes and to support citizens who qualify for deferrals.

The new automatic renewal system allows Ukrainian citizens to maintain their legal deferral status without the need for personal visits to authorities, greatly simplifying the process. This is particularly crucial for those caring for the seriously ill or facing other demanding circumstances that require attention and support. The addition of new eligible categories demonstrates the state's adaptation of its policies to meet population needs under wartime conditions.
