According to Vyacheslav Gladkov, the governor of the Belgorod region, the strikes caused significant damage to the local energy infrastructure. The Belgorod water utility also reported power outages at its water intake facilities, which could disrupt the regional water supply. Governor Gladkov stated that there were no preliminary reports of casualties, but that a key infrastructure site sustained serious damage.
