Basic General Military Training in Ukraine

According to TSN.ua: In Ukraine, Basic General Military Training (BGMT) has been introduced as a mandatory alternative to conscript service for citizens registered for military duty. This program aims to equip the population with fundamental military skills during the ongoing state of war. A key provision is that men under 25 who complete BGMT are shielded from compulsory mobilization, unless they are enrolled in the operational reserve.

BGMT represents a modernized approach to preparing citizens for potential military service. Under Article 23 of the mobilization law, individuals who have undergone this basic training are not subject to mobilization until they turn 25. Upon reaching that age, their status automatically changes from 'conscript' to 'person liable for military service,' a process that should occur without requiring the citizen's physical presence.

“Such individuals can only be called up for military service with their consent.”

Polina Dudchak

However, Dudchak highlights a potential complication: “The main 'pitfall' is the enlistment of a person liable for service into the operational reserve.” This issue is a source of concern, as responsibility for the timely reclassification of an individual's status now lies with the Territorial Centers for Recruitment and Social Support, as noted by Daria Tarasenko.

Benefits and Risks of the New System

Consequently, the new BGMT system offers clear advantages for young Ukrainians by providing them with thorough preparation, yet it also carries risks related to potential mobilization and reserve enlistment. Given the wartime context, it is crucial for citizens to be fully informed of their rights, duties, and any changes to their military status.

The implementation of BGMT reflects Ukraine's adaptation to new security and defense challenges. This initiative allows for youth to engage with military service on a voluntary basis, which could enhance the nation's overall military preparedness. Nonetheless, effective oversight of status changes and public awareness of the new rules remain critically important for the system's success.
