Australian council introduces new strict rules for cats and dogs.
According to ТСН: The Campaspe Shire in Australia has approved a new four-year plan for managing domestic animals. This decision is driven by an increase in complaints about dogs and cats, as well as the need to update pet ownership regulations.
Main points of the new plan
The document provides for stricter control over dog attacks, feral cats issues, and unwanted pet behavior. The main focus is on responsible pet ownership and compliance with existing standards.
Director Zoe Cook noted that the plan could be the first step towards introducing restrictions on letting cats roam outside. Public consultations on this issue will begin in March next year. According to her, this concerns not only the environmental impacts and local fauna but also the safety of the animals themselves.
Support for the initiative
If the initiative is supported, Campaspe will join other communities in Victoria where rules limiting cats are already in place. In some municipalities, cats are required to be kept indoors at night, while in others, they must be kept indoors all the time. A council survey showed that 59% of respondents support a total restriction, while another 29% are willing to discuss this possibility.
Informing pet owners
The plan also emphasizes the importance of informing pet owners about microchipping, sterilization, and registering pets. Deputy Mayor Tony Marwood stressed that clear rules of conduct for pets will help people understand their responsibilities.
Complaints data
In the last financial year, the council recorded 1415 complaints about cats and dogs, which is 300 more than the previous year. The main issues involved barking and aggressive dog behavior, as well as attacks and concerns about stray cats.
Pet registration costs
Council member Paul Jarman drew attention to the issue of pet registration costs. According to a survey, 42% of residents consider these expenses a serious barrier. The council has over 9300 registered cats and dogs, and the annual fee varies from $162 to $27 for pensioners.
The Victoria state government reported that registration fees are used, among other things, to return lost pets to their owners.

This new plan for managing domestic animals emphasizes the progressive approach of local authorities to addressing problems arising from irresponsible pet ownership. In particular, changes in cat-walking rules may significantly impact the region's ecosystem, as feral cats pose a threat to local wildlife. It is important for citizens to comply with the new standards, as this will affect overall safety and quality of life in the city.
