According to TSN.ua: Following attacks by the Russian Federation, emergency and contingency power outages were implemented in several Ukrainian regions on February 3, 2023, including Zhytomyr, Cherkasy, and Kharkiv. These destructive actions have caused significant disruptions to the power supply. These outages are part of a wider pattern of targeting Ukraine's civilian energy infrastructure during the winter months.

Power Outage Schedules

Hourly power outage schedules are in effect for Zhytomyr Oblast. As of 08:00 on February 3, restrictions for household consumers will apply to up to four queues:

  • 3.5 queues from 00:00 to 06:00;
  • four queues from 06:00 to 22:00;
  • 3.5 queues from 22:00 to 24:00.

Zhytomyroblenergo reports that emergency power cuts are now in force across the Zhytomyr region.

In Cherkasy Oblast, emergency outage schedules were also introduced starting at 09:20 on the order of NPC Ukrenergo. Cherkasyoblenergo states this is due to the consequences of previous mass missile and drone attacks. Energy workers are urging residents of the region to conserve electricity as much as possible.

In Kharkiv and Kharkiv Oblast, power cuts are being observed as a result of shelling. Heat supply has been temporarily suspended for approximately 110,000 subscribers in Kharkiv city, while over 15,000 consumers are without heat in the Lozova district. Kharkivoblenergo has confirmed the power cuts, noting the situation is complicated by the aftermath of the attacks.

The emergency electricity shutdowns across Ukraine are a response to aggression by the Russian Federation, which has caused severe damage to the country's energy infrastructure. Residents in the affected regions should prepare for prolonged power supply interruptions and take measures to save energy, as restoring stable electricity supply may take considerable time.

Authorities and energy companies are urging the public to follow recommendations on electricity consumption to reduce strain on the system during this emergency situation.
