According to TSN.ua: Europe can no longer rely solely on American ammunition supplies. European Commissioner for Defence, Andrius Kubilius, is urging the deployment of domestic production due to a missile shortage. The current global situation points to a critical deficit in munitions needed to meet defense requirements, especially amid soaring worldwide demand. This push for self-sufficiency marks a significant shift in European defense strategy.

In just the last three days, approximately 800 U.S.-made missiles were used in the Middle East—a volume exceeding what the Ukrainian Armed Forces used over four months last winter. Concurrently, Russia has launched about 2,000 missiles at Ukraine, 900 of which were ballistic. Consequently, Ukraine requires around 700 Patriot (PAC-3) interceptor missiles for winter defense. However, Lockheed Martin managed to produce only 600 such units throughout the entire year of 2025.

Financial Instruments for Defense

Against this backdrop, Brussels is seeking solutions through new financial instruments. These include a €90 billion loan for Ukraine and a €150 billion defense loan scheme, as European nations strive to ensure their defense readiness. Andrius Kubilius emphasized that

“the Americans will not be able to provide enough of these missiles simultaneously for Gulf countries, their own army, and Ukraine”
—highlighting the urgent need to develop an independent European defense industrial base.

Władysław Kosiniak-Kamysz noted that

“the independence of the European defense industry is now a matter of survival.”
With rising demand for missile systems and limited U.S. supply capacity, European countries must accelerate their own manufacturing capabilities. Volodymyr Zelenskyy confirmed that over 800 American missiles were expended in just 72 hours to repel attacks in the Middle East, further underscoring the pressing need for indigenous ammunition stockpiles.

The shortage of Patriot missiles amid global demand has become a critical issue for European nations. Europe's Plan B involves creating an effective defense infrastructure capable of meeting the region's needs in an unstable international environment.

The ammunition deficit in Europe underscores the necessity for a strategic rethink of the region's defense policies. In the context of escalating military tensions, European countries must evidently adapt their production capacities to ensure an adequate level of defense readiness. This could have long-term implications for cooperation among EU nations and relations with the U.S., as Europe seeks to reduce its dependency on American supplies. The noted increase in investments toward domestic production may become a key factor in ensuring continental security.
