According to TSN.ua: The head of the National Commission on State Language Standards, Yuliya Chernobrov, has clarified that using feminine forms of nouns (feminatives) is not compulsory in Ukrainian. Their absence does not violate the norms of the 'Ukrainian Spelling' rules. This is a topic of active discussion in many languages as societies evolve.

Yuliya Chernobrov: 'The Ukrainian Spelling does not require the mandatory formation of nouns to denote persons of the female sex.'

She further emphasized that 'the non-use of feminatives is not considered a violation of the state language standard.' Consequently, individuals are free to choose whether or not to use these feminine forms in their speech without fear of breaking linguistic rules.

Chernobrov explained that the Ukrainian spelling provides a toolkit for creating feminatives but does not mandate their use.

The Flexibility of Ukrainian

Paragraph 32, Section 4 of the Ukrainian Spelling lists suffixes for forming nouns, which allows for the creation of feminatives but does not oblige anyone to use them. Therefore, the decision to employ these forms remains at the discretion of the speaker.
