According to TSN.ua: In response to the ongoing energy emergency, the Ukrainian Cabinet of Ministers has revised nationwide curfew rules, granting regional authorities the power to implement flexible schedules for public movement and business operations. Approved on January 16, 2023, these changes allow local governments to set curfew hours based on the specific needs of their communities. This shift represents a significant decentralization of emergency decision-making during wartime.

Prime Minister of Ukraine Yuliia Svyrydenko announced the relaxation of the curfew regime.

Citizens are now permitted unrestricted travel to 'Invincibility Points' without special passes. Permitted travel methods include walking, using private vehicles, or taking public transport. When moving through the streets during curfew hours, individuals must carry a passport for identification.

Invincibility Points

Establishments that can operate 24/7 are designated as 'Invincibility Points'. These essential facilities include:

• pharmacies
• gas stations
• cafes
• restaurants

A key requirement for an 'Invincibility Point' is the provision of light, heat, internet, and phone charging stations. Oleksiy Kuleba, Minister for Communities and Territories Development of Ukraine, emphasized that all such decisions are made exclusively through the Kyiv City Defense Council in coordination with security forces, highlighting the critical need for unified command during this period. These hubs are vital for civilian resilience amid frequent Russian attacks on energy infrastructure.
