According to ТСН: The state continues to implement a large-scale winter support program that will provide assistance to over 2.2 million Ukrainians. Currently, approximately 3 billion hryvnias have already been allocated from the budget.

Payment Schedule: Who and When to Expect Money

The timing of the funds depends on the date and method of submitting the application. The government has established the following schedule:

  • From December 3, funding has started for applications submitted through the 'Diia' app during the period November 18-19. Funds will also be provided to those who submitted applications on November 20-22.

  • From December 6, payments are expected to start for citizens who applied for assistance through the 'Ukrposhta'.

It is also worth noting that during the second wave of the 'Zelensky Thousand' program, 2.5 million citizens have already received assistance.

How to Apply: Deadline Approaching

Applications are accepted until December 24. Assistance can be received by all Ukrainians who are on the territory of the country (except temporarily occupied areas).

The steps are simple:

  1. Online (via 'Diia'): In the 'Services' section, select 'Winter Support', fill in the required information, and choose the 'National Cashback' card.

  2. Through 'Ukrposhta': This method is available for pensioners and those without an identification code. Applications can be submitted at any of the 26,000 branches.

For people with disabilities, the ability to submit applications through a hotline or mail carriers (mobile branches) is provided.

What You Can Spend the 'Zelensky Thousand' On

Funds from the 'Winter Support' do not need to be spent immediately — they are valid until June 30, 2026.

The list of permitted expenses includes utility services, medicines produced in Ukraine, books, tickets for 'Ukrzaliznytsia', and donations to the army. Government representatives have also announced that soon these funds can be used to purchase food products.

It is reminded that from November 21, Ukrainians can apply for 6,500 UAH under the 'Winter Support' program. This financial assistance can be received by Ukrainians who have suffered the most losses due to the war or are in difficult living conditions.

It is important that the winter support program stimulates economic activity and helps Ukrainians during tough times.
