According to ТСН: Currently, Russia shows no real willingness to resolve the conflict peacefully, seeking either the total capitulation of Ukraine or the fulfillment of absolutely maximalist demands from the Kremlin.

Analysts note that Vladimir Putin and his entourage constantly reaffirm their intention to regain control over all of Ukraine's territory. The Kremlin repeatedly classifies Ukrainian cities, including Odessa, as 'Russian', emphasizing the so-called 'root causes' of the war, which actually means demands to destroy Ukrainian sovereignty and limit NATO's role.

Peace Agreement and Its Conditions

Analysts emphasize that under such conditions, any peace agreement is only possible at the cost of Ukraine's de facto subordination to Russia, which is unacceptable. ISW notes that the 'victory theory' expressed by Putin is based on the calculation of a prolonged war of attrition: Moscow hopes for a slow advancement of its troops, disruption of Ukrainian counter-offensives, and a gradual reduction of support for Ukraine from the West.

Military Challenges for Russia

At the same time, these calculations face serious problems. Russia is experiencing significant difficulties both on the battlefield and within the country, with economic and internal political challenges. Among the key military tasks for Russia remains the breakthrough of the Ukrainian fortification belt, crossing the Dnipro, and the possibility of turning local successes into a strategic advantage.

ISW analysts are confident that the war is most likely to continue because Russia's rigid demands are incompatible with the existence of Ukraine as a sovereign state. The conflict can only end if Moscow makes concessions acceptable to Ukraine and its international partners.

Experts emphasize that European states directly link Ukraine's independence with the security of the entire continent. As long as Ukraine is willing to defend itself, and the West is willing to support it, Russia will not achieve its strategic goals.

It is worth noting that earlier Kremlin leader Vladimir Putin stated that Moscow would achieve its goals in Ukraine solely through military means, rejecting any compromises regarding occupied territories and NATO troop positions.

Thus, the situation remains tense, and Russia's actions indicate a lack of a constructive approach to peace negotiations. The international community and Ukraine's allies continue to emphasize the importance of supporting Ukraine's independence to maintain stability in the region.
