Citizens are also urged to plan for alternative energy sources and transportation to ensure mobility during an emergency. The advice specifically highlights the need to prepare for the welfare of pets and other animals by securing the necessary conditions for their survival.

Knowing where to seek help is critical during a crisis. In Ukraine, the single emergency services number is 112. The '112 Ukraine' mobile application is also available and can function via Wi-Fi, which may be vital if cellular networks are compromised.
The Ministry provides specific guidance on surviving in an unheated apartment during winter. Key tips include:
- Conserve heat by staying in one, preferably the smallest, room;
- Wear multiple layers of clothing to retain body warmth;
- Engage in light physical activity to prevent hypothermia.
If needed, Ukrainians can seek assistance at designated 'Invincibility Points' (Пункти Незламності), which have been established to provide aid under severe conditions.
