According to TSN.ua: On January 17, 2023, emergency power outage schedules were implemented for consumer groups 1 through 5 in Ukraine's Sumy region, beginning at 09:45. The outages were necessitated by damage to the energy system resulting from an attack by the armed forces of the Russian Federation. This incident is part of a wider pattern of assaults on Ukraine's critical infrastructure since the full-scale invasion began in February 2022.
