According to ТСН: The tariffs for thermal energy for residents of Kyiv have remained unchanged for six years. The final amount in the bills depends on the actual consumption in the building and the presence of metering devices.

Tariffs remain unchanged

In Kyiv, the tariffs for basic utility services do not change in the current heating season, despite the overall increase in the cost of components, including natural gas.

  • Cost of heating (1 Gcal): 1654.41 UAH;

  • Cost of hot water (1 m³): 97.89 UAH.

Factors affecting the final amount

The specialists of KYIVTEPLOENERGO note that the main factor is not the tariff but the volume of consumption, which is determined using building meters (over 90% of apartment buildings in the capital are equipped with them).

Thus, the cost of heating for a month depends on three main factors:

  • external air temperature — the colder it is, the more heat the building needs;

  • volumes of heat consumed — actual meter readings;

  • energy efficiency of the building — the ability to regulate the supply of heat;

  • calculation algorithms — meters determine the rules.

Heating charges are calculated according to different algorithms depending on the type of meters installed in your building and apartment. If the building has only a general building meter, the volume of heat recorded by it is distributed among all apartments in proportion to their heated area. Based on this, payments for heating common areas (MZK) are made.

Buildings with general and apartment meters

Apartments with meters pay according to their readings plus a share for MZK. Importantly, legislation prohibits complete disconnection from heating and reporting zero readings during the heating season. A minimum consumption share is established for each apartment to avoid situations where neighbors can heat themselves at the expense of heat passing through the walls.

For apartments without meters, charges are made on a residual basis. The total consumption of the building is reduced by the sums of all apartment meters and expenses for MZK. The remainder is divided among apartments without individual accounting in proportion to the area.

Absence of building meter

Charges are made according to the approved procedure (Order No. 315). The bill is formed taking into account the thermal load of the building (the maximum calculated volume of heat established during design), the actual number of service hours, as well as the average monthly external air temperature.

In December, Ukrainians can receive up to 1300 UAH for paying electricity bills. More than 280 thousand families in Ukraine have already received state compensation for paying electricity as part of the Winter Support program.

Thus, residents of the capital can rest assured about the increase in heating tariffs this season, despite the overall rise in energy resource costs. It is only important to monitor one's heat consumption, as it will determine monthly expenses. The state support program also provides additional opportunities for compensating energy costs, which is especially relevant in the winter period.
