According to TSN.ua: On February 7, 2023, an attack on the Rivne region damaged residential buildings and critical infrastructure, leaving two people wounded. The assault also triggered a widespread power outage, which subsequently disrupted the local water supply. This incident is part of Russia's ongoing, nationwide campaign of strikes against Ukraine's civilian infrastructure, a tactic that has intensified since the fall.

As part of a broader wave of bombardments that also targeted Dnipro, Lviv, and Volyn regions, the strikes reportedly hit:

  • Electrical substations;
  • 750 kV and 330 kV power lines;
  • Municipal utility companies;
  • Trolleybuses and other public transport in Dnipro;
  • The Burshtynska and Dobrotvirska Thermal Power Plants.

A representative from Ukrenergo, the national power company, confirmed the implementation of emergency blackouts across most regions. Prime Minister Denys Shmyhal stated that Russia is conducting massive attacks using missiles and drones. The situation remains critical, with local authorities working to restore electricity and resolve water supply issues.
