According to ТСН: The Kyiv City State Administration commented on the situation where a private housing service refused to service four residential complexes in the capital due to residents' debts.

The city hall provided recommendations for residents regarding further actions.

The authorities emphasize that the main principle of effective management of apartment buildings is the ability of residents or co-owners to make joint decisions.

Recommendations for Residents

The current legislation does not require the creation of homeowners' associations (HOAs) — collective decisions can be made at residents' meetings without forming an HOA. However, establishing an HOA simplifies a number of processes and expands opportunities for raising funding for the needs of the building.

It is useful to organize an initiative group or a committee in each building that will represent residents' interests in matters of repairs and modernization.

"To regulate relationships with the management company, people need to define a committee, figure out the prices and costs, check debts, service quality, and the prospects for technical conditions, etc. Having an objective picture of the building, residents can decide to create an HOA, choose a new manager, negotiate with the current one, and so on," notes Yuliya Hramotna, advisor to the Deputy Head of the Kyiv City State Administration.

She emphasizes that ignoring the problem is the worst decision and the unwillingness to take responsibility for one's property. Either we handle it ourselves, or we delegate it to someone, but every building needs the attention of its owners, and apartment buildings especially.

Recall that a scandal arose in Kyiv related to the management of apartment buildings. A private company refused to service four buildings in different districts of the city. Residents were informed that from February 1, 2026, service would stop, and they would need to create an HOA or find another company.

This situation draws attention to the importance of active resident participation in the management of their residential complexes. Involvement in management through an HOA can become an effective solution that not only ensures better service quality but also allows residents to save money and increase living comfort. At a time when issues of municipal services are becoming pressing, it is important not to remain indifferent and to actively engage in solving these problems. Residents should find common ground to avoid similar crises in the future.
